At the end of the First World War in 1918, central government pledged to provide homes for those returning from the European battlefields. This resulted in new legislation by which local authorities would be subsidised in the provision of council housing. During the 1920s, a series of large scale estates, largely built on the hills at the edge of Bath, were completed. First came the Englishcombe Park estate – completed in 1925 – where the first semi-detached council houses were built, as part of a planned ‘garden suburb’.
